Power Quality deals with the quality of the power supply up to frequencies of about 2.5 kHz (harmonics, dips). EMC (Electromagnetic Compatibility) is about disturbances in much higher frequencies (kHz to MHz) that interfere with communications and electronics. HyTEPS measures both.
